DRUIDISM >> World Druid Order / Ordre des Druides This Holy Council of Sages is constituted of Arch Druids as representatives of their respective Orders. Its constitution is the guarantee of Druidic Spiritual unity and as such it represents the value and the regularity of the present regular state of Druid. This Holy Council of Sages forms the indisputable representation of the World Druid Order. It connects and unites the Druids of the European and World Sacerdocy in a recognized regular sacerdotal condition. It ensures the renewal and regularity of the Charter of the World Druid Order, while watching for rigorous respect to the Druid Tradition.

“Union of Conforming Conventional Orders within the Druidic Tradition”

Preamble and Aims (Revised English translation Imbolg 2009)

1/1 This Convention protects the Druid Tradition from numerous lusts and corruptions promoted by ambiguous people and movements by setting a ‘norm of approval’. It unites in a structure of dialogue all that connect with the goodwill of Traditional Druidic Thought, which includes all aspirants who approach from the gateway of Western Primordial Indo-European Philosophy. By this stance the Convention excludes all sectarian obedience, worldwide imperialism, domination and intolerance from its Tradition. Based on the above - any group seeking membership of the World Druid Order must be tolerant and respectful towards the opinions and beliefs of the Orders within the World Druid Order, as each has a Parcel of Truth. Every aspirant member must read, understand and agree with the Charter of the World Druid Order as given in the “Union of Conforming Conventional Orders within the Druidic Tradition”. He or she will take care to align with the traditions of the Druidic, Celtic and Pagan Indo-European Thought and will avoid and dismiss all intolerant and hostile doctrines.

2/1 The Convention O.C.C.T.D is an association of spiritual and ethical character only. Every adherent Order will keep its own independent freedom with regard to internal workings and organization. No other constraints apply except to respect the ethics of O.C.C.T.D. (Cf. title 4) in agreement with the Primordial Tradition.

2/2/1 In any situation of deep disagreement, any member Order can withdraw from the Convention officially by writing.

2/2/2 Any member Order that acts contrary to the Convention as given here is automatically removed from membership ipso facto. This removal from membership of the World Druid Order will be formalised in writing.

2/3/1 This Convention of members of the World Druid Order (possessing the O.C.C.T.D norm) respects the greatest tolerance in the setting of conceptions, beliefs and religious rituals, in agreement with the Universal Declaration of Human Rights.

2/3/2 The adherent Orders will refuse to support any action or doctrine that is exclusive, racist, world wide imperialist, sectarian or alienating. Each has full responsibility to see the “Incrée” (ever existing, i.e. from the Source) and its different Hypothesis, Emanations and Demonstrations according to his/her degree of ability/conscience.

2/3/3 All members of the Convention will reject the dogma of an "elect race" who would exclude or seek to control freedom of thought and spiritual or religious practices.

2/3/4 Any member of the Convention that accepts or promotes the dogma of an "elect race” cannot be adherent and cannot claim to prevail itself of the O.C.C.T.D norm. These decisions can only be founded on cultural, ethical bases, but not on an ethnic base.

3/1 The Convention recognizes the equality of sexes with regard to the intellect. The Convention admits men and women without differences or restrictions to all degrees of the Initiatic Way of each of the adherent Orders according to their Rule.

3/2 The Convention does not concern itself with hierarchical and structural arrangements for every adherent Order as this question is merely organic and not initiatic.

3/3 There is no precedence between the adherent Orders as all are equal in Fraternity and Love with the chance of equal connection to the Incrée (ever existing) intelligence and hypostases of the Divine Source.

II FUNCTIONING

II/1/1 The Convention has purchased a trademark from the ‘French National institute of the Industrial Property (INPI) and Copyright’ and this Trademark / Intellectual Property is owned by S.S.T.V Lo Skiant /I\ on behalf of the O.C.C.T.D

II/1/2 The Convention O.C.C.T.D accepts new members only from regular Orders and associations of druids, whose aims are clearly expressed and known to their membership. Their rule must be absolutely compatible with the ethics of the present Convention.

II/1/3 Subdivisions of an Order (Glade, Grove, Nemeton, etc.) cannot seek membership of the World Druid Order independently out their original Order. Only the Order of their country of origin will be able to represent them to the Convention.

II/1/4 The Convention considers all federations, movements, leagues, guilds, etc., from each country as from only one and same Order of that country.

II/1/5 All glades, groves, nemetons, federations, movements, leagues, guilds, etc., that declare as dissident from the conventional Order of their parent country will be only represented to the Convention by the Order or Association from which they have descended.

II/1/6/1 Individual adherence to the Convention does not give automatic membership of the C.S.S.C.

II/1/6/2 Every Druid, Drui, Bard, Vate, File and independent Student wanting to adhere to and be represented to the C.S.S.C must do so through the intermediary of an affiliated Order that holds current membership of the present Convention.

II/1/7/1 The legal declaration of each member Order according to laws of the state governing the soil where it resides (example - the declaration according to the Law of 1901 Civilian Code of the French state) is not sufficient to legitimise an association to be recognized as a Druid Order in regard to the Druid Tradition.

II/1/7/2 Only respect for the Druidic Primordial Tradition will legitimate an Order to join the Convention O.C.C.T.D.

II/1/7/3 The Convention concerns itself to take care of spirituality and not politics as it would not know how to give order in this area. In accordance with the Tradition, (that distinguishes the sacerdotal condition from other conditions), a Druid cannot be a professional politician. A Druid cannot be called to function as other than that of councillor, except with exceptional derogation granted unanimously by reason of very serious circumstances. This must approved by the Sacred Council of Sages of Celtie, uniting councillors of the Convention O.C.C.T.D, who will define the context and conditions of this derogation precisely.

II/1/7/4 The Convention will act to make itself recognized as a spiritual and religious association according to laws in the different political regimes in sovereign territories for the obedience of every member Order.

II/2/1 Every member Order is legally and morally entirely responsible for all of its activities in its sovereign state.

II/2/2/1 The Convention cannot be implied in responsibilities or its name mis-used by any adherent Order in it’s (adherent Order’s) dealings with strange or confused persons in the Druidic Tradition.

II/2/2/2 Every adherent Order to the Convention must fully respect the ethics of the O.C.C.T.D norm. This means each member of the adherent Order, particularly the consecrated persons.

II/3/1 in accordance with the Druidic Tradition “The quantity never prevails on the quality” the Holy Council of Sages of Celtie, uniting councillors of the Convention O.C.C.T.D is only composed of regular Druids, without distinction of sex.

II/3/2/1 The Sacred Council of Sages of Celtie consist of:
a) Two councillors regularly elected by each adherent Order to the union of the O.C.C.T.D.
b) Co-opted persons by a majority of the 2/3 at least of members of the C.S.S.C by reason of their notorious spiritual and morals qualities.

II/3/2/2 Whatever is the numeric importance of the adherent order, it will be represented to the Convention only by:
a) The Sacerdotal Superior of each Order, whatever is his/her customary title.
b) One deputy nominee, consecrated person, in accord with the rule of this Order.

II/3/3 In case of double adherence, these councillors will only represent one alone of the adherent Orders to which they belong.

II/3/4 the Convention meets as C.S.S.C every time that is deemed necessary, in a place and at a date accepted by at least the 2/3 of the adherent Orders.

II/4/1/2 Questions for debating at a meeting of CSSC are brought to every councillor’s knowledge at least one month in advance, to permit reflection on and dialogue with the various adherent Orders

II/4/1/3 The validity of decisions from a meeting of CSSC will be based on present councillors having expressed their opinions.

II/4/1/4 Decisions of the Convention according to the Tradition - " The Truth to the Face of the World " means that the physically present people express their votes publicly freehand.

II/4/1/5 Not withstanding II/4/4 above - voters may seek a secret ballot if a simple majority of those present agree.

II/4/1/6 However, each ballot must be clearly identifiable and every councillor is responsible for his/her vote with regards to the membership of his/her Order.

II/4/1/7 If only one councillor of an Order is present, he can represent the absentee, speaking and voting for the absentee.

II/4/1/8 If both representatives of a Order are absent, they can be represented by proxy, under reserve that this (these) person(s) having received proxy is (are) Druid(s ) or consecrated person(s)

II/4/1/9 An absent Order for a legitimate and recognized reason by those physically present, can vote on a question by mail: letter, fax, e-mail, etc.

II/4/1/10 The vote must arrive before the end of the voting. In case of transmissions by fax, e-mail, questions can be transmitted also by the same way.

II/4/1/11 In case of transmissions by telephone of the voting of an Order, an email will confirm options quickly.

II/4/1/12. The result of the voting is immediate, except if voting by telephone can modify the result.

II/4/1/13 A report of proceedings of every convention is required. It is transferable and a copy must be given to all adherent Orders requiring it.

II/5/1 The Convention elects for its duration, one of its members that presides over proceedings of the assembly. He/she has during his/her mandate the title of Rapporteur (Reporter)

II/5/2 The Convention elects for its duration, one of its members who acts as secretary who will transcribe the proceedings according to 4/1/13 and distribute decisions taken by the convention to each adherent Order, to all institutions of the country concerned and to the special people in the Tradition that would seek such knowledge.

II/5/2/1 With the Rapporteur (reporter), the secretary represents the association to the special people in the Convention, notably to the civil authorities of the soil concerned, until the next convention.

II/5/3 The person holding the office of secretary will be able to have assistance by one or more person(s) of his/her choice, but this must be agreed to by the Convention O.C.C.T.D

II/5/4 The mandate of the Rapporteur (reporter) and the secretary continues until the following session, whenever that may be.

II/5/5 The reporter and secretary must be volunteers.

III / COMPETENCES

III /1/ Composed only of regular Sacerdotes, the Convention has expertise therefore in all domains of religious and spiritual matters, with the exclusion of that which is described in "2/ FUNCTIONING" and with strict respect of the Title "4/Ethics" in its totality.

III/2/1 The Convention, uniting its councillors in the Sacred Council of Sages of Celtie, decide in full sovereignty and without appeal for the adherence (or admission) of a new Order or the exclusion of an adherent Order and for sanction of one or more of its members, according to modes of voting evoked at "2/FUNCTIONING".

III/2/2 The reason/s for ‘the refusal of’ or ‘the exclusion of’ will be given to the sanctioned order, so that a remedy can be designed, if possible.

III/2/3 Any Order excluded or refused can present itself for membership of the World Druid Order again after a remedy has been be designed and implemented to remove the reasons hindering its approval - this may happen only after an appropriate delay to test the real will of this Order and its remedy, any such time delay will be fixed by the C.S.S.C.

III/3/1 The O.C.C.T.D convention, an emanation of the C.S.S.C, has territorial expertise traditionally on the whole of territories of the Celtic culture. However;

III/3/1/2 In primacy, it will essentially take care to bestow the O.C.C.T.D norm to movements localized in French-speaking countries.

III/3/1/3 It will also make contact with similar movements outside of these Celtic countries with the intention to possibly participate in the creation of a world guarantee norm.

III/3/2 The Convention grants its norm exclusively and is implanted in these territories of the Celtic culture that have decided spontaneously to present as the World Druid Order freely adhering to the present Convention.

III/3/3 The present Convention does not imply any hegemony over adherent Orders that stay sovereign on their own soil and the present Convention respects their Rule.

III/4/1 In cases of serious dissension with an adherent Order of the Convention, an appeal can be made to the arbitration of the Convention pronouncing judgement as Holy Council of Sages of Celtie.

III/4/2 In this case, only members of this Order can claim Arbitration by the Convention. They are: Superior(s) in exercise, the Council of the Druids, the Leading Committee, or an active member majority petitioner.

III/4/3 Councillors of the appellant Order cannot participate in the voting of the Council of arbitration of Holy Council of Sages of Celtie.

III/4/4 Every appellant Order being summoned to Arbitration, must present a dossier defending ‘points of view and conclusions’. Every argument must be proven seriously before the Conventional Council of Arbitration, Holy Council of Sages of Celtie.

III/4/5 The Conventional Council of Arbitration of the Holy Council of Sages of Celtie will give its decision only after having all evidence presented and argued, taking full knowledge of the arguments to form conclusions and will deliver its verdict after serious discussion.

III/4/6 Awards/Decisions of the Conventional Council of Arbitration, Holy Council of Sages of Celtie, are sovereign, without appeal and enforceable immediately, except in the case of new evidence added to the dossier that can seriously influence / impact on the verdict.

III/4/7 Any adherent Order that refuses to conform itself to Awards/Decisions given after contradictory proceedings before the Conventional Council of arbitration, Holy Council of Sages of Celtie, loses ipso facto the norm approval. To recover it, any such Order must follow the procedure described in supra 1/2/3 and execute the terms of the Awards/Decisions with extreme conscientiousness.

III/4/8 As a rule, either in an internal conflict case for a group, or in the case of conflict between groups, all members of the OCCTD Convention must to present to the Conventional Council of Arbitration, Holy Council of Sages of Celtie, the problems that they could not solve within their own druidic jurisdiction, committing thus, to not to resort to any state jurisdiction without having submitted their case before the Holy Council of Sages of Celtie, Council of Druidic Arbitration in the first instance.

III/4/9 In case of need, the oldest Chief Druid of the group in age (Dean) and in function would be able to be authorized by the C.S.S.C to have supreme judicial authority. The O.C.C.T.D Convention remains elevated in consideration of the highest ethics and the recognition of distinctive identities in the regularity of Druidic Initiatory transmission and in the application of the ethics defined in the different paragraphs of title below.

III/5/2 The Convention encourages and facilitates the exchange of knowledge and debate of worthy concepts and restful of points of view between member Orders.

III/5/3/1 The Convention forbids itself to take part in the trivial questions of dialectics where it is only vain quarrels around the acceptance of words.

III/5/3/2 So, everyone is free, according to his degree of conscience, of the conception of God, Goddess (Devi), that he/she can have and to the manner in which she/he represents him or her.

III/5/3/3 But everyone must respect the opinions that others may have with their conception of God and Goddess, because appearances are reputedly illusory in Abred (physical realm).

III/5/4 The Convention O.C.C.T.D, by the way of the Conventional Council of Arbitration, Holy Council of Sages of Celtie, looks after the application and strict respect for the present Convention.

III/5/5/1 Every member of the Convention can instruct and can present to the Order any question concerning the application of the present Convention.

III/5/5/2 Every member of the Convention may present a question according to the title 5/5/1 but must provide a complete copy of the dossier concerning such question at least fifteen days before its possible exam to every adherent Order. He must be certain that every adherent Order has receipt of the dossier.

III/5/5/3 This question to be presented must be agreed to as suitable by more than the 1/3 of adherent Orders, to be included in the business of the day. Such agreement can be expressed by mail, email or telephone once confirmed by mail.

III/6/1 Every modification of the member Orders of OCCTD list must be sent to each of these by the secretary of the Convention.

III/6/2 The same list can be transmitted to all governmental, administrative and cultural organisms, that in conformity with the French law "Informatique et Liberté" (Computerizing and freedom law) or equivalent laws in the countries concerned.

III/6/3 The Convention will assure positive use of the OCCTD list of member Orders, notably by the media, and will exercise its right to answer if commentaries denature the spirit of the Convention.

III/7/1 The O.C.C.T.D Convention is authorized to act in legal areas in the case of slanderous attacks on its honour or on its estate.

III/7/2 The O.C.C.T.D Convention makes all arrangements to be legally recognized and enforceable according to state laws in concerned territories for its expertise, notably as a recognized spiritual and religious worship association.

IV / ETHICS OF MEMBERS OF THE ADHERENT ORDERS TO THE CONVENTION

IV/1/1 All Druids and Ban Drui of adherent Orders to the present Convention O.C.C.T.D will not make commercial advertisement offering or presenting goods or services on the basis that they are Sacerdot with adherence to the Convention. All Druid and Ban Drui are free to mention their rank or title in public writings and expressions of thought, with the condition that they will not make not any other mention of this adherence to the present Convention in a commercial sense:

IV/1/1/Every Druid or Ban-Drui of an adherent Order must personally sign the Convention and must respect and honour the Convention.

IV/2/1 An " annual " is established of all adherent Orders to the Convention O.C.C.T.D in accordance with 6/1. Publishable, it serves as an accreditation reference.

IV/3/1 Every other member Order adhering to the Convention forbids itself to make commercial or professional advertisement on the basis of adherence and spiritual obedience to the Convention O.C.C.T.D.

IV/3/2 Every individual member may declare rank, title and office on their personal / private visiting card:

But may not mention other professional or commercial activities.

IV/4/1 Members of adherent Orders to the Convention O.C.C.T.D must present themselves according to the Tradition of the Druids, but may not present as "shaman" or "wizard", or with a title emanating from similar / foreign obedience’s to the Druidic Tradition as eggrégores used by these spiritual families are not necessarily in harmony with the Druidic ethics:

"First of all - do not harm others"

Every person or member of the Convention O.C.C.T.D transgressing this (IV/4/1) will have his or her membership of O.C.C.T.D revoked without delay.

IV/4/2 Every member, regardless of rank, office or title, that either uses, or tries to do acts of "control magic” to attempt to impinge on the physical or moral integrity of a being will be automatically excluded from the Convention by this fact, regardless of the original problem.

IV/5/1 The Conventional Council of Arbitration, as Holy Council of Sages of Celtie, will make its decisions in its full sovereignty after having heard each party, regarding concerns or infringement / ethical challenges within one month from receipt of the complaint.

IV/5/2 Sentences of Holy Council of Sages of Celtie are publishable in the press, particularly in one of Celtic inspiration, when they concern the execration, geis, exclusion or the abeyance of a person or an group / order for serious wrong-doing. Other sanctions include publication (preventive abeyance, blame, warning) to be given to the sovereign appreciation of the Council and / or the consultative opinion of the adherent order concerned.

V/1/1 The official text of Convention OCCTD is the French first-hand text, which has force of law for signatory and this English translation (Imbolg 2009) is an approximation.

Charlatans and impostors are fond of reassuring pretensions to better abuse their victims, do not be fooled - refer to the World Druid Order. If we cannot correct the wrongdoing then it is always possible to denounce misdeeds. All Orders to the Convention O.C.C.T.D. are connected to the Primordial Tradition and only O.C.C.T.D. can legitimise true Druids and regular Druids communities.
